The event organized by the Federal Ministry for Agriculture and Forestry, Climate and Environmental Protection, Regions and Water Management and the EU-Umweltbüro focuses on the European Commission’s proposed Multiannual Financial Framework (MFF) 2028–2034, a major EU budget decision that would reshape how around € 2 trillion in funding is organised and delivered. Key issues include the proposed 35 % climate and environment spending target, the move towards National and Regional Partnership Plans, and the consolidation of programmes across budget headings.
The first session will address the overall green budget architecture, including how the EU budget can best support climate and environmental goals, the role of the European Competitiveness Fund, and the need to connect scientific evidence, environmental advocacy and investment. The second session will focus on the LIFE programme, its future role in the new budget structure, the importance of direct management, biodiversity earmarking and stronger environmental safeguards across EU spending.
The third session will explore how the new MFF architecture may affect different actors and regions, particularly smaller civil society organisations and areas with lower administrative capacities. It will discuss which beneficiaries and project types are best positioned to access climate and environment funding, including projects focused on biodiversity.
